The faster a cooling fan spins, the better its cooling performance will certainly be. What could be causing this, and how can you fix it?

Try turning the fan by hand. If you notice even the slightest movement or feel that there’s significant resistance when you turn it, it means the fan itself is fine—it’s just that the lubricant has dried up. Add some lubricant—such as motor oil—and then manually rotate the fan several times. Once you no longer feel any resistance or the resistance is very slight, reassemble the fan. That should pretty much solve the problem.
Second, the cooling fan’s rotational speed has not reached the normal speed required for the radiator to function properly.

Since the environment where the cooling fan is located tends to be dusty, or because the fan has been in use for a long time without much cleaning, it’s quite possible that the fan’s power supply will fail to spin properly due to excessive dust accumulation. This mainly happens because as more and more dust builds up, heat begins to accumulate inside the cooling fan, leading to poor heat dissipation within the power supply. As a result, the power supply becomes unstable, and the fan’s rotational speed also fluctuates. Therefore, it’s important to regularly maintain the cooling fan and clean it periodically.
